This legislation provides that no local government shall require payment of a regulatory fee by a home based business during the year in which such home based business first makes application to do business or during the following two years. 

Home based business is defined as a limited liability company consisting of only one member for pecuniary gain or directed from a residential dwelling by one or more family members residing within that dwelling.
